    Public Works chief rejects lawmaker’s claims on budget insertions

    Public Works Secretary Vince Dizon on Tuesday rejected what he called baseless and malicious claims by Rep. Leandro Leviste that he approved budget “insertions” or “allocable” funds for flood control projects.

    Leviste alleged that Dizon made insertions for flood control projects under the Bases Conversion and Development Authority (BCDA), which Dizon previously headed.

    Dizon denied the accusation, saying there are no discretionary or “allocable” funds for such projects. He also questioned the timing of the claims, noting reports that some Department of Public Works and Highways staff accused Leviste of forcibly taking documents from the late Undersecretary Catalina Cabral.

    In a separate statement, BCDA said it has no flood control projects funded through budget insertions or discretionary sources. The agency said it does not receive or control discretionary funds and does not participate in budget insertions.

    BCDA said all its projects are funded through approved government programs, released by the National Treasury, covered by the General Appropriations Act, and subject to procurement and audit rules. It added that its records are complete, auditable, and open to review, and that it maintains a zero-tolerance policy for corruption.
