    DOE adopts competitive bidding for renewable energy contracts

    The Department of Energy (DOE) has officially adopted the Open and Competitive Selection Process (OCSP) for awarding renewable energy service contracts (RESCs), a move aimed at speeding up renewable energy development in the country.

    In a circular signed by Energy Secretary Sharon Garin on December 22, 2025 and released to the public this week, the DOE said OCSP will allow developers to bid for pre-identified renewable energy areas that have already undergone government studies.

    Under the new system, the DOE’s Renewable Energy Management Bureau will select and nominate areas for development, complete with maps and technical details. A Review and Evaluation Committee will also be created to check applications, address objections, and recommend qualified bidders for contract awards.

    The OCSP is open to both Filipino and foreign applicants, as long as they are authorized to engage in renewable energy exploration and development in the Philippines.

    The DOE said a bidding process will only be considered a failure if no applications are submitted within a set period, or if none pass the legal, technical, and financial requirements. Areas that repeatedly fail under OCSP may later be opened for direct applications.

    The DOE already uses OCSP for other energy resources such as natural gas, petroleum, coal, and hydrogen.

    The policy supports the government’s target of increasing renewable energy’s share in the power mix to 35 percent by 2030 and 50 percent by 2050. As of end-October 2025, renewable energy capacity reached 10,400 megawatts, or 32.6 percent of the country’s total power supply of 31,916 megawatts.
