    FPA bans online sale of fertilizers, pesticides

    The Fertilizer and Pesticide Authority (FPA) has banned the online selling and trading of fertilizers and agricultural pesticides, saying these products may only be sold over the counter by authorized dealers.

    In a circular dated January 9, 2026, and made public over the weekend, the FPA said it has revoked an earlier policy that outlined guidelines for online sales. The agency clarified that it does not issue licenses or permits for selling fertilizers and pesticides through online platforms.

    The FPA said keeping the previous guidelines could mislead the public into thinking that online sales are allowed, even though such authority is not covered under existing rules and licensing systems.

    The move follows enforcement operations last June 2025 by the Department of Agriculture, the FPA, and the Philippine National Police, which led to the seizure of unregistered fertilizer and pesticide products worth about P4 million. The operation linked Davao-based WLEX Co. to the distribution and storage of illegal agricultural inputs, many of which were not registered with the FPA and were sold using an expired certification.

    Authorities also found that some products had been repackaged locally and falsely advertised as imported.

    The FPA has advised farmers and agricultural suppliers to buy only from licensed dealers and to check products against the government’s official list.
