    CAB keeps fuel surcharge at Level 4; airfares seen steady

    Air passengers can expect stable ticket prices in February as the Civil Aeronautics Board (CAB) kept the fuel surcharge at Level 4 for the seventh straight month.

    In an advisory, the CAB said fuel surcharges for both passenger and cargo flights, domestic and international, will remain at Level 4 from February 1 to 28, 2026.

    Under this level, fuel surcharges for domestic passenger flights range from P117 to P342, depending on distance. For international flights, charges range from P385.70 to P2,867.82.

    For cargo, airlines may collect P0.60 to P1.76 per kilogram for domestic flights and P1.98 to P14.74 per kilogram for international flights.

    The CAB said airlines must apply to impose fuel surcharges within the effectivity period and must not exceed the approved rates. Fuel surcharges are optional fees used by airlines to offset fuel costs.

    Data from the International Air Transport Association showed average jet fuel prices at $89.637 per barrel as of January 16, 2025, down 0.4 percent from a year earlier.
