More Quadruple A contractors are lining up behind the Pambansang Pabahay para sa Pilipino (4PH) Program, signaling rising private sector confidence in the government’s flagship housing push led by the Department of Human Settlements and Urban Development (DHSUD).
Quadruple A is the highest license classification issued by the Philippine Contractors Accreditation Board (PCAB), reserved for construction firms with strong financial capacity, technical expertise, and a proven track record in large-scale developments. Their participation is widely seen as a vote of confidence in both the program’s design and execution.
DHSUD confirmed that Thaison Builders and Data Land Inc., both PCAB-licensed Quadruple A contractors, are now in advanced discussions with the Department and the Pag-IBIG Fund to develop projects under the Expanded 4PH. Their entry follows the recent move by Megawide Construction Corporation, which signed a Memorandum of Agreement with Pag-IBIG Fund last month to initially construct 7,000 socialized housing units nationwide.
“The participation of reputable and top-tier contractors in the Expanded 4PH is clear proof of the growing and strengthening support of the private sector for the program of our President Marcos Jr.,” DHSUD Secretary Jose Ramon Aliling said. He described the involvement of established builders as a major boost to the nationwide rollout of the housing initiative.
Aliling emphasized that credibility is critical in the construction industry, affecting not only project owners and builders but also homebuyers. He noted that the entry of top-tier contractors strengthens confidence that the program can deliver decent, safe, and affordable housing at scale.
To accelerate delivery, DHSUD has recalibrated the 4PH by introducing additional implementation modalities aimed at widening beneficiary coverage and expanding homebuyer options. The Department is also actively pushing for deeper private sector participation, supported by streamlined licensing processes and continuous dialogue with industry players.
With more major builders coming on board, the Expanded 4PH is gaining momentum as a cornerstone of the government’s housing and urban development agenda.
