Public scoping set for proposed Pampanga industrial gas facility

The Department of Environment and Natural Resources’ Environmental Management Bureau (EMB) has scheduled a public scoping on January 28, 2026 for a proposed industrial gas facility in San Simon, Pampanga.

The scoping will allow project proponent Green Oxygen Corp. to present the project and gather public concerns and issues that must be considered in the environmental impact study before the project proceeds.

The facility will occupy a 16,479-square-meter site and is expected to cost about P5 million. It will produce and distribute high-purity oxygen, nitrogen, and argon for medical, industrial, and environmental use, with projected annual output of 50,000 metric tons of liquid oxygen, 85,000 metric tons of liquid nitrogen, and 1,000 metric tons of argon.

The project aims to address supply shortages and high logistics costs faced by hospitals and industries by providing a localized and reliable source of industrial gases in Pampanga and nearby areas.

Construction is planned to start in July 2026, with commissioning in January 2028 and full commercial operations targeted by February 2028.
