The Philippines is partnering with Sweden to modernize its urban bus system, aiming to make public transport safer, more efficient, and commuter-friendly. The Department of Transportation (DOTr) recently signed a grant agreement with Sweden’s development finance institution, Swedfund, to support the initiative.
The project will set new national standards for buses, including minibuses, based on international best practices but adapted to local conditions. It will provide a unified bus classification system, technical requirements, and performance guidelines for different types of public utility buses.
Transportation Secretary Giovanni Lopez said the agreement supports President Marcos’ vision of shifting from a car-focused model to a commuter-centered transport system. “By improving buses and public transport infrastructure, we can move more people, save travel time, and reduce traffic congestion,” Lopez said.
Swedish Ambassador Anna Ferry said the project reflects a shared goal of safe, reliable public transport. “By combining international experience with local knowledge, we aim to improve everyday mobility for Filipino commuters,” she said.
The partnership builds on Sweden’s previous support for the EDSA Bus Rapid Transit system, which has included feasibility studies, technical planning, and advisory services since 2018. The new grant will further strengthen bus standards and align with the Philippines’ Public Transport Modernization Program.
