    Clark Freeport courts global game development talent

    The Clark Development Corporation is stepping up efforts to position Clark Freeport as an emerging hub for global game development, leveraging its expanding information and communications technology (ICT) ecosystem, streamlined business processes, and creative-friendly environment.

    CDC said Clark is home to 1,256 locator companies, with 155 operating in the ICT sector and employing around 40,000 workers. Building on this base, the agency is pitching the Freeport as a launchpad for digital creatives across the game development value chain, from animation and visual design to programming, quality assurance, and support services.

    The strategy took center stage during the February 5 GameDev Summit, an international gathering of studios, developers, and industry advocates. 

    Representing CDC President and CEO Agnes VST Devanadera, Assistant Vice President for Business Enhancement Rodem Perez said Clark is increasingly equipped to support the needs of the fast-growing global games industry.

    Perez highlighted CDC flagship initiatives such as the Business One-Stop Shop, which simplifies and speeds up permitting processes, and the Business Interdependence System, designed to foster collaboration and partnerships among locators. 

    Together, he said, these systems help create a stable and interconnected business environment attractive to both foreign and local investors.

    “We want to showcase what Clark can offer. The infrastructure and the existing businesses here show that we are ready,” Perez said.

    He also underscored Clark’s live-work-play model as a competitive advantage for creative industries that rely heavily on talent retention and innovation. “Game development is cognitive work. When lifestyle, infrastructure, and opportunity align, talent starts building,” Perez said.

    Through targeted industry events, partnerships, and ecosystem-building initiatives, CDC is positioning Clark not just as a venue for dialogue, but as a growing base where game development studios can scale, collaborate, and plug into global markets.
