    DHSUD January gains signal housing reform momentum

    The Department of Human Settlements and Urban Development opened 2026 with a brisk run of January accomplishments, signaling that recent institutional reforms are translating into concrete gains for Filipino families, officials said.

    Secretary Jose Ramon Aliling credited sharper program design, tougher transparency rules, and wider beneficiary coverage under President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino for delivering what he called “life-changing” outcomes on the ground.

    January activities showcased the operational shift. DHSUD awarded certificates of entitlement to beneficiaries of decades-old presidential proclamations in Palawan and distributed certificates under the revived and enhanced Community Mortgage Program. Rental housing projects were launched in Quezon City, Iloilo City, and Victorias, while house-and-lot packages were turned over in Mamburao, Occidental Mindoro.

    A critical reform was financial alignment. All socialized housing projects, horizontal and vertical, were linked to the Pag-IBIG Fund’s Expanded 4PH facility, offering subsidized loans as low as three percent for middle- and working-class families. Aliling said recalibrating 4PH to include horizontal developments, rental and incremental housing, community mortgages, and urban housing broadened access in line with the President’s directive.

    Beneficiary accounts underscored the impact. In Iloilo City, Joven Apollo Turga, representing 213 families in Jaro, said their community waited 27 years for secure land tenure. Separately, 367 families from the Mirasol Ville Homeowners Association received land allocation certificates after years of uncertainty.

    “These stories inspire us to do more,” Aliling said, tying January’s gains to DHSUD’s reform-driven 8-Point Agenda anchored on integrity, transparency, and accountability, with delivery as the defining metric.

    Officials said momentum will carry into 2026 targets, prioritizing speed, partnerships, and monitoring to convert approvals into homes, jobs, and confidence nationwide for families and local economies.
