    SCTEX fast-tracks interchanges to drive regional growth

    The Subic–Clark–Tarlac Expressway (SCTEX) is moving closer to full operational efficiency as long-delayed interchange projects and service upgrades gain traction, strengthening its role as a critical logistics and mobility backbone for Central and Northern Luzon.

    Bases Conversion and Development Authority (BCDA) President and Chief Executive Officer Joshua Bingcang said the agency is prioritizing the completion of all SCTEX interchanges to ensure motorists get better value for the tolls they pay. “It’s time to give back and make sure that the toll collected is given back through better service,” Bingcang said, underscoring the push to improve user experience across the expressway.

    A major component of the upgrade program is the expansion of the SCTEX Luisita Interchange in Tarlac City. On February 4, the BCDA issued an invitation to bid for the P195.67-million Hacienda Luisita Interchange Expansion Project. 

    The scope includes the construction of two-lane entry and exit ramps, toll plazas, drainage systems, slope protection structures, street lighting, and related facilities.

    The project is slated for completion within 240 calendar days from the issuance of the notice to proceed, signaling an accelerated timeline to decongest traffic and improve access in the area. Bid opening is scheduled for March 13, 2026.

    Beyond the Luisita project, Bingcang said additional service facilities—particularly for motorists traveling toward Subic—are being developed in line with Toll Regulatory Board requirements. Lighting upgrades are also planned following the completion of interchange works, aimed at improving safety and visibility along key sections of the expressway.

    Bingcang emphasized that the SCTEX upgrades align with the national government’s broader development agenda. “We’re also helping the national government build a bigger development program, and Clark will play a big role in that,” he said.

    With enhanced connectivity, SCTEX is expected to unlock fresh investments, reinforce industrial growth in Tarlac, and cement Clark’s position as a central growth engine for the region.
