The Department of Agriculture (DA) has created a new Coffee Industry Development Office (CIDO) to revive the country’s struggling coffee sector and better manage government support for the crop.
Agriculture Secretary Francisco P. Tiu Laurel Jr. signed Department Order No. 06 establishing the office, which will operate under the DA’s Office of the Undersecretary for Special Concerns and Official Development Assistance, now led by Jerome Oliveros.
The new office will serve as the central hub for all coffee-related programs, funding and policies—functions that were previously spread across several DA units. By consolidating these responsibilities, the government aims to improve coordination, accountability and faster delivery of support to farmers.
The move comes as coffee consumption rises in the Philippines and abroad, while local production continues to lag. Many farmers are aging, equipment is outdated, and access to farm inputs and infrastructure remains limited. As a result, yields have declined and imports have increased to meet growing demand.
Under CIDO, all coffee development funds—including those from the High Value Crops Development Program and the Office of the Secretary—will be managed in one office. The unit will oversee planning, monitor implementation across regional offices, and work with local governments, universities, private companies and farmer groups. It will also recommend policy changes to address gaps in the industry.
Officials said the creation of CIDO reflects a shift toward commodity-specific management within the DA, giving underperforming sectors focused leadership and dedicated oversight.
Tiu Laurel said the reform is meant to restore competitiveness and ensure Filipino coffee farmers benefit from a market that is already expanding.
