Domestic shipping operators have expressed support for a proposal by the Maritime Industry Authority (MARINA) to require online ticketing for inter-island passenger ships, calling it a major step toward modernizing sea travel.
The proposal, outlined in a draft memorandum circular titled “Rules and Regulations on the Mandatory Implementation of the Shipping Online Ticketing System (SOTS) for Inter-Island Passenger Ships,” was presented during a public consultation in Batangas City.
Shipping companies welcomed the move. Montenegro Shipping Lines Inc. described the plan as a systematic step in the right direction, noting that it has long pushed for full digitalization to improve passenger experience. Meanwhile, Island Water representative Dean Guinocor said the policy would strengthen its existing “Book at Ease” program and help deliver more efficient and comfortable travel to the public.
The proposed rules will cover all domestic inter-island passenger ships, including Roll-on/Roll-off Passenger (ROPAX) vessels, fast craft, and other ships designated by MARINA.
Under the plan, the use of the Shipping Online Ticketing System will become mandatory. The system aims to provide a secure and user-friendly platform for booking tickets, prevent overbooking and fraud, and promote transparency and accountability. It will also ensure fair access for passengers while improving safety and convenience through advance booking, real-time monitoring of ship capacity, and the use of a digital passenger manifest.
Annabell Lagas, director of MARINA’s Domestic Shipping Service, said the policy is an important step toward digitalizing the maritime transport sector and creating a more efficient and reliable ticketing system.
Once implemented, the online system is expected to reduce long queues at ports, allow authorities to monitor vessel capacity in real time, and enhance passenger safety—marking a significant step toward safer, more efficient, and modern sea travel for the public.
