    GCC surge reshapes IT-BPM landscape

Global capability centers (GCCs) are poised to outpace the broader information technology–business process management (IT-BPM) industry in both revenue and job creation, underscoring their growing role in the Philippines’ outsourcing landscape.

Jack Madrid, president of the IT and Business Process Association of the Philippines (IBPAP), said GCCs—also known as captives or global business services hubs serving multinational parent firms—are expected to sustain strong momentum in the coming years.

Under IBPAP’s industry roadmap, GCC revenues are projected to rise to USD8.7 billion in 2025 from USD8 billion in 2024, reflecting an 8 percent compound annual growth rate between 2022 and 2028. In contrast, the overall IT-BPM sector is estimated to have expanded by 5 percent in 2025, reaching USD40 billion.

Employment growth is likewise accelerating. GCC headcount was expected to have increased to 270,000 workers in 2025 from 250,000 in 2024, allowing the Philippines to maintain its 18 percent share of global GCC employment.

Madrid described the trajectory as “particularly positive,” noting that while India remains the dominant player—with more than 1,800 GCCs—the Philippines is positioning itself as a strong second hub. The country currently hosts around 160 GCCs, he said, benefiting from its deep talent pool and mature outsourcing ecosystem.

Among the largest GCC operators in the country is JPMorgan Chase, which employs more than 21,000 workers delivering banking and financial services support.

Beyond financial services, healthcare has emerged as another major GCC function.

Philippine-based centers handle care management, revenue cycle management, insurance validation, and medical reimbursement services, expanding the sector’s value proposition beyond traditional voice-based outsourcing.

Industry leaders expect continued diversification and higher-value work to further cement GCCs as a primary growth engine within the IT-BPM space.
