    TOP Fires Up Northern Cebu

    Top Line Business Development Corp. has completed the renovation and rebranding of the first cluster of stations from its acquired fuel retail network, rolling out eight sites in Northern Cebu under its Light Fuels Express banner.

    Cluster 1, now fully operational, spans the municipalities of Medellin, Bogo, Daanbantayan, Tabogon, Sogod, Borbon, Catmon and Carmen. The network is projected to generate between 800,000 and 1 million liters in monthly fuel sales, forming part of a broader cluster based upgrade program covering Cebu, Leyte, Siquijor and Negros Oriental.

    Northern Cebu presents a distinct opportunity. About 80 percent of its fuel market is composed of two wheeled vehicles, prompting TOP to tailor the Light Fuels Express format to motorcycles and light vehicles. The model is designed for lean operations while retaining flexibility to scale as demand evolves.

    “The completion of our Cluster 1 renovation shows how we maintain quality in our acquisitions, reflecting our disciplined approach to optimize each station to operate at full capacity while maintaining efficiency and service quality. This cluster-based rollout allows us to scale systematically and capture demand in high-growth markets like Northern Cebu,” said Brigitte Carmel Lapasaran Lim, senior vice president and chief operating officer.

    Beyond fuel pumps, the revamped stations aim to function as service hubs. Each site features automated motor wash systems that can clean motorcycles in about three minutes, alongside water recycling systems to support more sustainable operations.

    TOP said renovations for Clusters 2, 3 and 4 are on track for completion by end 2026. Stations pending rebranding continue to operate and contribute to revenues, as the company builds a more uniform and recognizable Light Fuels retail footprint across the Visayas.
