Airfares seen stable in March as fuel surcharge holds steady

Travelers can expect airfare to remain stable in, as the Civil Aeronautics Board (CAB) keeps the Level 4 fuel surcharge for both domestic and international flights for the eighth consecutive month.

Under Level 4 rates, domestic passengers may pay a surcharge between ₱117 and ₱342, depending on the distance, while international travelers face charges ranging from ₱385.70 to ₱2,867.82. Cargo shipments are also affected, with domestic fees between ₱0.60 and ₱1.76 per kilogram, and international cargo ranging from ₱1.98 to ₱14.74 per kilogram.

The CAB reminded airlines that fuel surcharges are optional and must be filed with the agency before they are collected. The surcharge helps airlines manage rising fuel costs and reduce losses when prices spike.

Fuel costs have been climbing globally. The International Air Transport Association reported that average jet fuel prices reached $93.88 per barrel as of February 13, 2026, up 4.3 percent from the same period last year.

For travelers, this means airfares are likely to remain predictable for now, but ongoing fuel price fluctuations could influence costs in the coming months.
