The Sheriff of the Regional Trial Court in Panabo has formally taken control of the power distribution assets in the Island Garden City of Samal (IGACOS) and turned them over to Davao Light and Power Co., Inc..
The transfer follows a January 23, 2026 court ruling granting Davao Light’s request for a writ of possession. A writ of possession is a legal order that allows a party to take control of property after a court decision. The sheriff also served a Notice to Vacate to Northern Davao Electric Cooperative (NORDECO) on February 19, 2026.
The takeover comes after the government granted Davao Light a new franchise under Republic Act No. 12144 to operate the power distribution system in IGACOS, the rest of Davao del Norte, and Davao de Oro. On January 14, 2026, the Supreme Court upheld the law and affirmed Davao Light’s authority to take over the assets. The Energy Regulatory Commission also issued the company a provisional Certificate of Public Convenience and Necessity, allowing it to operate while regulatory requirements are finalized.
With the court order now enforced, Davao Light is officially the power distributor in Samal. Residents and businesses in IGACOS will now deal directly with Davao Light for billing, service applications, and power-related concerns.
The company said it will begin upgrading and improving the distribution system to provide more reliable and efficient electric service. A new customer service center has opened at IGACOS Commercial Center in Barangay Miranda, Babak District. A 24/7 hotline (0919-057-3572) has also been launched for inquiries and service concerns.
Davao Light said it will follow all court directives and aims to ensure stable and continuous electricity service during the transition. The company also expressed willingness to coordinate with NORDECO to help ensure an orderly handover in other affected areas.
