The Philippines is seeking to fast-track a bilateral free trade agreement with Canada, aiming to clinch a deal even as broader negotiations between Canada and the Association of Southeast Asian Nations move forward. Officials say an early deal could position the country as a strategic bridge linking North American supply chains with Southeast Asia’s expanding trade network.
Speaking at a partnership forum in Makati City on Friday, Department of Trade and Industry Undersecretary Ceferino Rodolfo said Manila wants negotiations for a Philippines–Canada FTA to advance alongside the proposed Canada–ASEAN deal, but potentially reach the finish line sooner.
He framed the strategy as a commercial springboard into the Canada–United States–Mexico Agreement, or CUSMA. Philippine exports could enter Canada, undergo additional processing by Canadian firms and meet rules-of-origin thresholds required to access the wider North American market.
At the same time, Rodolfo said Canada could use the Philippines as a platform into Asia, tapping Manila’s own network of regional trade agreements.
Canadian Ambassador David Hartman signaled Ottawa’s support for an accelerated timeline, arguing that predictable trade rules are increasingly valuable as companies rethink supply chains amid geopolitical and economic uncertainty.
“A trade agreement creates a stable framework for businesses and investors,” Hartman said, adding that trusted partnerships grounded in transparency and rules-based cooperation are becoming central to economic security.
Beyond trade, Canada has pledged USD30 million to support the Philippines’ transition away from coal toward renewable energy, part of broader climate investment cooperation.
Officials say the expanding agenda—spanning agriculture, digital innovation, clean energy and security—shows how both economies are leaning on trusted partners to diversify trade flows and strengthen resilience in an increasingly fragmented global economy marked by shifting alliances.
