Lynette V. Ortiz is a veteran Filipino banking executive who currently serves as president and chief executive officer at Land Bank of the Philippines, the country’s largest government financial institution.
Appointed on May 24, 2023 by Ferdinand Marcos Jr., she leads a bank that sits at the center of the government’s development finance system. Unlike most commercial banking posts, the leadership of LANDBANK carries a direct connection to national economic policy.
The institution channels financing to agriculture, fisheries, rural development, and micro, small, and medium enterprises, while also supporting major government programs and returning significant dividends to the national treasury. In this capacity, Ortiz plays a key role in translating public policy priorities into financial programs that affect rural livelihoods, local industries, and national investment.

She was the first Filipino chief executive officer of Standard Chartered Bank Philippines from 2016 to 2023, where she led strategies to expand the bank’s local franchise and strengthen its corporate and institutional banking business. During her tenure, she helped arrange major domestic and international capital market transactions, including sovereign bond issuances that allowed the Philippine government to raise funds in global markets. Her experience in capital markets, treasury, and risk management placed her among the senior financial professionals involved in structuring large-scale financing for both Philippine and ASEAN issuers.
Her influence in the banking sector has also extended to industry leadership. She previously served as first vice president and a member of the executive committee of the Bankers Association of the Philippines, where she contributed to discussions shaping financial sector policy and banking industry coordination.
Ortiz earned a Master of Business Administration in Finance and Investments from Baruch College of the City University of New York and a Bachelor of Arts in Economics, cum laude, from the University of the Philippines. Her leadership in finance and public-sector banking has been widely recognized, including being named among Asia’s most powerful women by Fortune and receiving recognition from the United Nations for promoting inclusive leadership and gender diversity in the corporate sector.
