PPPI, BCDA partner to make Clark pharma hub

The Philippine Pharma Procurement, Inc. (PPPI) and the Bases Conversion and Development Authority (BCDA) have joined forces to position Clark as a regional hub for pharmaceutical manufacturing and life sciences.

On March 25, the two agencies signed a memorandum of understanding to conduct a joint study on establishing specialized pharmaceutical economic zones at the Clark Civil Aviation Complex and New Clark City.

The move aligns with the government’s push to accelerate ecozone development, boost regional growth, and attract high-value investments outside Metro Manila.

Central to the plan is an integrated “factory-to-port” ecosystem linking manufacturing, research, and distribution. By combining the aviation logistics of Clark with the industrial infrastructure of New Clark City, the initiative aims to reduce dependence on imported medicines and strengthen domestic production. The partnership is seen as bridging a critical gap between logistics and manufacturing.

BCDA President and CEO Joshua M. Bingcang emphasized the broader economic and healthcare impact. “Developing pharmaceutical ecozones is a key priority for BCDA in Clark,” he said. “This initiative improves access to medicines, fosters innovation, and supports high-value job creation while driving inclusive, sustainable growth.”

The upcoming study will focus on site selection, logistics integration, and investment incentives to attract global pharmaceutical companies and support local manufacturers.

Observers say the initiative could transform Clark into a central node for the Philippines’ life sciences industry, creating opportunities for research, manufacturing, and export while enhancing healthcare security nationwide.

With the government prioritizing regional development, the PPPI-BCDA partnership signals a strategic effort to make the Philippines not just a consumer but a producer of high-quality pharmaceuticals in the ASEAN region.
