4PH housing drive reaches thousands, set to accelerate

The Department of Human Settlements and Urban Development (DHSUD) reported that its Expanded Pambansang Pabahay para sa Pilipino (4PH) Program delivered housing assistance to thousands of beneficiaries in the first quarter of 2026, as the agency prepares to speed up implementation nationwide.

Housing Secretary Jose Ramon Aliling said the department is shifting toward scaling up output, building on early gains recorded across multiple regions.

In a statement, DHSUD highlighted key milestones in both housing distribution and ownership access. In Bulacan, more than 1,000 working-class beneficiaries received certificates and symbolic keys for units in a Sta. Maria development projected to deliver over 11,000 homes and benefit about 30,000 individuals upon completion.

In Pampanga, over 1,300 individuals advanced toward land ownership through the Enhanced Community Mortgage Program (ECMP), including 397 families from a community in the City of San Fernando.

The agency added that in Laguna, at least 271 families secured land ownership pathways under ECMP, while 180 families in Lucena City received Certificates of Entitlement through a presidential proclamation, resolving decades-long land tenure uncertainty.

Rental housing projects are also moving forward, with developments underway at the University of the Philippines campuses in Diliman and Los Baños, as well as in Iloilo and Quezon City.

Meanwhile, more than 10,000 families nationwide have accessed subsidized housing loans through Pag-IBIG Fund, with interest rates as low as three percent, helping make homeownership more affordable.

Aliling said the government will continue expanding the program through a mix of vertical and horizontal housing, rental and incremental housing, ECMP, and proclamation-based initiatives to address diverse housing needs.
