Clark Development Corp. (CDC) has launched an automatic business permit renewal system for qualified locators, marking a major step in its drive to improve the ease of doing business in the Clark Freeport Zone.
Unveiled on April 8 at Teatro sa Nayon, the reform is expected to significantly reduce red tape, lower compliance costs, and streamline processes for companies operating in the investment hub. The initiative builds on CDC’s earlier anti-red tape measures, including the Business One-Stop Shop (BOSS).
CDC President and CEO Agnes VST Devanadera said the new system aims to ease administrative burdens and enable businesses to focus on growth. She emphasized the agency’s commitment to accessibility and investor support, noting that simplifying procedures will help locators maximize opportunities within the Freeport.
Under the policy, companies in good standing—those without violations—are automatically included in a “green list,” eliminating the need for manual permit applications. The program replaces the previous three-year renewal cycle with an annual automatic mechanism. At launch, 220 locators were deemed eligible.
The reform drew praise from Anti-Red Tape Authority Secretary Ernesto Perez, who described it as a milestone aligned with the Ease of Doing Business Law. He said the initiative could help attract both existing and prospective investors, particularly amid ongoing economic headwinds.
Industry stakeholders also welcomed the move. Clark Investors and Locators Association President Ernesto Gorospe said the streamlined system will benefit businesses and workers alike by supporting operational stability, job creation, and sustained economic activity in the Clark Freeport.
