DPWH eyes SLEX TR4 extension to Sorsogon; first phase set to open this year

The Department of Public Works and Highways (DPWH) is planning to extend the South Luzon Expressway Toll Road 4 (TR4) up to Matnog, Sorsogon by next year.

Public Works Secretary Vince Dizon said San Miguel Corp., the project’s developer, has committed to opening the first phase of the P58.4-billion TR4 by the end of 2026.

TR4 is a 66.74-kilometer, four-lane expressway that will connect Sto. Tomas, Batangas to Tayabas and Lucena City in Quezon. The project aims to cut travel time and boost economic activity in Southern Luzon.

As of January 2026, three of the six construction packages are on track for completion within the year. The San Pablo–Tiaong segment is nearly finished at 92.9 percent. The Makban–San Pablo section is 76.9 percent complete, while the Sto. Tomas–Makban segment is at 42.6 percent and is scheduled to finish by December 2026.

Once TR4 is completed, the government and San Miguel plan to move forward with Toll Road 5 (TR5), which will extend the expressway network to the Bicol Region.

The proposed TR5 will run about 420 kilometers from Lucena City to the Matnog Ferry Terminal in Sorsogon. It will be built in eight segments and is expected to improve travel, reduce travel time, and support economic growth in Southern Luzon and Bicol.

The first segment of TR5, a 61-kilometer stretch from Lucena to Gumaca, Quezon, is estimated to cost P22 billion. It will undergo one year of detailed engineering design, followed by about two years of construction.

Segment 1 will include four interchanges located in Pagbilao, Atimonan, Aglangan, and Gumaca.
