Iloilo Province has launched the Paleng-QR Ph Plus program to promote wider use of digital payments in public markets, public utility vehicles (PUVs), and local businesses, in line with the national push for financial inclusion.
The rollout, held at the Iloilo Provincial Capitol, was led by vice governor Nathalie Ann F. Debuque (on behalf of governor Arthur R. Defensor Jr.), Bangko Sentral ng Pilipinas (BSP) monetary board member Benjamin E. Diokno, and BSP deputy governor Bernadette Romulo-Puyat.
According to the BSP, the program is expected to benefit consumers by enabling safe, convenient, and exact digital transactions via QR Ph codes — eliminating the need for cash handling and providing greater access to formal financial services such as savings and credit.
Vice governor Debuque emphasized the province’s commitment to supporting digital transformation through local legislation, aiming for inclusive adoption across all barangays.
“Paleng-QR Ph Plus marks an important step in bringing digital financial services closer to every household and negosyo in Iloilo,” Debuque said.
BSP deputy governor Romulo-Puyat added, “Mas gagaan pa ang buhay sa palengke at terminal… Scan lang, pay the exact amount, and go.”
To support implementation, the Iloilo provincial government has issued an executive order encouraging all municipalities to adopt QR Ph.
As of 19 September 2025, 207 local government units nationwide have embraced the Paleng-QR Ph Plus program — a joint initiative of the BSP and the Department of the Interior and Local Government under the National Strategy for Financial Inclusion 2022–2028.
