    TWG to oversee FDA role transfer under AIDCA

    The Department of Agriculture (DA) has created a Technical Working Group (TWG) to oversee the transfer of animal health regulatory functions from the Food and Drug Administration (FDA) to the Bureau of Animal Industry (BAI) and the National Dairy Authority (NDA), as mandated by the newly signed Animal Industry Development and Competitiveness Act (AIDCA).

    Under Special Order No. 1234, the TWG—chaired by DA undersecretary for livestock Dante Palabrica—will handle technical preparations, identify key policy issues, and coordinate meetings related to the transition.

    AIDCA, signed into law this month, aims to modernize the livestock, poultry, and dairy sectors through a 10-year, ₱200-billion investment plan. It includes a ₱20-billion annual Animal Competitiveness Enhancement Fund sourced from tariffs, with allocations for herd repopulation, biosecurity recovery, animal health promotion, and infrastructure modernization.

    The law also elevates BAI to a DA line agency and strengthens the roles of the Philippine Carabao Center (PCC) and NDA, particularly in vaccine development and biotechnology to boost local animal health capacity.
