Industrial real estate developer Berthaphil, Inc. has partnered with the Bases Conversion and Development Authority (BCDA) to unlock new growth opportunities for aviation-related industries in Central Luzon, strengthening Clark’s push to become a regional aviation and logistics hub.
Under a newly signed memorandum of understanding, Berthaphil and BCDA will jointly conduct a comprehensive study covering Clark Aviation Capital in Pampanga and New Clark City in Tarlac. The initiative aims to shape aviation-driven business ecosystems by aligning land use with Clark’s master development plan, assessing infrastructure and support needs of prospective investors, and analyzing demand across aviation, logistics, and allied sectors.
BCDA announced the partnership on January 28, noting that the MOU was signed by BCDA President and Chief Executive Officer Joshua M. Bingcang and Berthaphil President and Chief Executive Officer Peter Herman on the sidelines of the World Economic Forum in Davos, Switzerland—underscoring international interest in the Clark growth corridor.

The study will also identify potential investment models and modes of cooperation to accelerate project development and attract both local and foreign players. Officials said the collaboration is expected to complement ongoing efforts to position Clark as a self-sustaining aerotropolis anchored on aviation, advanced manufacturing, and high-value services.
Berthaphil brings deep institutional knowledge to the partnership. Established in 1995 as the first private investor invited into the Clark Freeport Zone, the company helped transform lahar-covered land into a thriving industrial and business district following the Mt. Pinatubo eruption.
