    DHSUD fast-tracks revival of Caloocan housing

    The Department of Human Settlements and Urban Development has ordered the fast-tracking of three long-stalled socialized housing projects in Caloocan City, signaling a tougher stance on project delays and construction quality under the Marcos administration’s housing drive.

    DHSUD said it directed the Social Housing Finance Corporation to immediately complete and upgrade the developments under the Expanded Pambansang Pabahay para sa Pilipino, or 4PH, Program. The move is expected to benefit about 5,000 residents who have waited years for turnover amid repeated work stoppages.

    Housing Secretary Jose Ramon Aliling and SHFC President Federico Laxa led on-site inspections at the Alyansang Mamamayan ng Caloocan Housing Cooperative and HopeVille Phase 2 Homeowners Association Inc. in Barangay Bagumbong, as well as Genesis Ville Homeowners Association Inc. in Barangay Camarin.

    The Bagumbong projects were approved in 2014 and 2015, while the Camarin development received approval in 2014. In total, the three sites comprise 35 low-rise residential buildings originally intended to address the city’s growing housing backlog.

    Inspectors found that years of stalled construction left several structures weathered and partially degraded, requiring refurbishment and site improvements before they can be deemed safe and livable. DHSUD said the directive covers both physical completion and upgrades to meet current standards.

    Officials said the fast-track order underscores the government’s push to revive idle housing assets, improve execution by shelter agencies, and restore confidence among beneficiaries, while aligning legacy projects with the broader 4PH pipeline and delivery timelines.

    Industry observers say the order could unlock stalled capital, reduce maintenance losses, and set a precedent for stricter monitoring, potentially accelerating public-private coordination as the administration races to hit annual housing production targets nationwide over the medium term ahead.
