Spotlight Power Inc. has broken ground on its P1.95-billion, 49.9-megawatt Mabini solar project in Barangay San Pedro, Mabini, Pangasinan, citing the government’s Green Lane initiative for significantly accelerating development.
The 41.25-hectare facility received Green Lane certification in 2024 and was subsequently registered with the Board of Investments (BOI) in 2025.
Through the BOI’s One-Stop Action Center for Strategic Investments (OSAC-SI), the project secured key permits from multiple national government agencies on an expedited basis, translating into substantial time and cost savings.
Groundbreaking was achieved just 11 months from pre-development, nearly half the typical two-year timeline for comparable renewable energy projects.
Engineering, procurement, and construction will be undertaken by China CAMC Engineering Co. Ltd. (CAMCE), a globally recognized infrastructure and engineering firm.
Once operational, the Mabini solar project is expected to deliver clean and reliable power to the grid, help reduce carbon emissions, and generate jobs during both construction and operations.
The project is part of Zenith Renewables Inc.’s expanding renewable energy portfolio, reflecting the private sector’s active role in the Philippines’ transition toward a cleaner, more resilient energy future.
The Green Lane initiative—designed to fast-track strategic investments—was instrumental in removing bureaucratic hurdles, demonstrating how public-private collaboration can accelerate renewable energy development while stimulating local economic growth.
