BIR fast-tracks PNOC fuel imports amid crisis

The Bureau of Internal Revenue (BIR) has expedited the emergency importation of petroleum products by PNOC Exploration Corporation (PNOC-EC), issuing a special permit through its Large Taxpayers Service (LTS) to accelerate the transaction under a declared energy emergency.

BIR said the move supports the government’s response under Executive Order No. 110, which placed the country under a state of national energy emergency and authorized a coordinated package of interventions spanning livelihoods, industry, food, and transport.

PNOC-EC earlier informed the tax bureau of its plan to immediately import fuel as an emergency measure. Acting on the request, the BIR—through the LTS—worked closely with the firm to complete documentary and procedural requirements, enabling the swift issuance of the permit and processing of the shipment.

The agency said it is now coordinating with PNOC-EC to streamline documentation for succeeding fuel imports, as additional shipments are expected in the coming weeks.

“The BIR, through its Large Taxpayers Service, will continue to work closely with PNOC to ensure the timely processing of requirements for current and future emergency fuel importations,” Commissioner Charlito Martin R. Mendoza said, citing the need to support the whole-of-government response under the executive order.

The initiative highlights the administration’s push to secure fuel supply and stabilize energy access nationwide following the March 24 emergency declaration.
