Simplify processes, then digitalization, GSIS chief advises 

 The Government Service Insurance System (GSIS), the state-owned pension fund for public sector workers, is taking a counterintuitive path to government modernization: simplifying processes before rushing into digitalization. 

The approach, according to GSIS president and general manager Jose Arnulfo Veloso, has strengthened the agency’s service delivery and set a benchmark for citizen-centered reforms.

Speaking at the 2026 Business READY Reforms Forum on Thursday, Veloso argued that meaningful government transformation begins not with technology, but with streamlining workflows to remove inefficiencies that frustrate citizens. 

“Simplify first before digitalizing, because technology alone does not solve bad processes,” he said. “You cannot automate confusion. You cannot digitize inefficiency.”

Veloso said that digital tools only become effective once unnecessary steps are removed, approval cycles shortened, and systems redesigned around actual citizen experiences. 

He pointed out that GSIS now conducts 99.6 percent of its transactions digitally, a milestone achieved not by launching new apps, but by years of internal process improvement, paperwork reduction, and workflow optimization.

Highlighting the importance of citizen feedback, Veloso said that “when citizens complain, that is not noise. That is data.” 

He stressed that agencies must actively listen to public concerns to identify systemic bottlenecks and respond swiftly.

GSIS initiatives such as loan moratorium refunds, solar energy loans, and e-mobility financing programs reflect this approach. 

These efforts prioritize tangible outcomes—financial relief, convenience, and accessibility—over technological showpieces.

The GSIS model offers a roadmap for broader government reform: digital transformation should follow, not lead, process improvement. 

As Veloso put it, successful reform is measured not by intentions, but by whether citizens feel genuinely served, protected, and respected.
