Philippines Emerges as Global Nickel Supply Leader

The Philippines is stepping into the global spotlight as a key player in critical minerals, drawing international attention for its pivotal role in securing resilient nickel supply chains. Rising demand from clean energy and technology industries has amplified the nation’s strategic importance.

Nickel helps extends electric vehicle battery range and supports durable wind, solar, and hydrogen technologies. As a key component of high-performance lithium-ion cathodes, it boosts efficiency and cost-effectiveness.

At last month’s High-Level Ministerial Panel of the OECD Critical Minerals Forum, the Philippines showcased its position as the world’s second-largest nickel producer and the top exporter of nickel ore and concentrates, meeting more than one-fourth of global demand. 

Governments and industries worldwide are increasingly turning to the country to diversify mineral sources and reduce supply chain risks.

Undersecretary Ceferino Rodolfo outlined the Philippines’ vision for a globally competitive and sustainable mining sector, structured around the “three Ps” that pave the way for a fourth:

Policy: Reforms such as the proposed Enhanced Fiscal Regime for Large-Scale Metallic Mining Act aim to boost fiscal transparency, equitable revenue sharing, and sustainable development.

Permitting: The government is streamlining mining permit processing from 11 years to 11 months while maintaining environmental and labor safeguards.

Partnership: Emphasizing collaboration among government, private sector, and foreign investors rather than restrictive regulations.

These initiatives are set to support major Processing Projects, including the AI Native Industrial Acceleration Hub in New Clark City, developed in partnership with the US.

The Philippines’ nickel exports remain deeply integrated into the global market, with over 98 percent going to China. 

Neighboring Indonesia has also steadily increased its imports from the country in recent years, highlighting the Philippines’ growing influence in the global critical minerals landscape.
