The local government of San Jose del Monte (SJDM) City in Bulacan formally declared PrimeWater Infrastructure Corp. persona non grata under Resolution No. 2026-07-529 during its July 8, 2026 regular session.
The LGU cited the firm’s negligence, operational failures and poor upkeep of the water system, which caused extended outages, damaged infrastructure, and risks to public health and safety. It also noted PrimeWater repeatedly ignored local government inquiries and requests for action.
Copies of the resolution were sent to the Office of the President, DILG and other national agencies.
Last month, SJDM named Metro Pacific Water as interim water operator for an initial two months to run services and assess system issues. The 25-year partnership with PrimeWater inked in 2018 is being cut short; of the P6.8 billion projects pledged, only P748 million was delivered.
