The Bases Conversion and Development Authority (BCDA) Group has secured three agreements with Japanese companies to explore infrastructure-resilience and energy-efficiency projects at major economic hubs in Luzon, as the Philippines seeks to deepen Japanese investment beyond individual facilities.
Poro Point Management Corp. signed an agreement with Daisho Co. Ltd. to explore slope stabilization and protection technologies at Poro Point, while John Hay Management Corp. separately signed a memorandum of understanding with Daisho for similar applications at Camp John Hay.
The proposed technologies could help address terrain-related risks affecting roads and other infrastructure while supporting the development and expansion of both BCDA properties.
BCDA also signed an MOU with Daikin Airconditioning Philippines to explore air-conditioning and related energy solutions for New Clark City. The partnership is aimed at supporting more energy-efficient and sustainable urban infrastructure as the planned city expands.
The agreements were signed on the sidelines of the Philippine Investment Forum in Osaka, organized by the BCDA Group with the DTI-Philippine Trade and Investment Center-Osaka.
The forum brought together about 80 Japanese business leaders and industry representatives to examine investment opportunities across the Luzon Economic Corridor, spanning Clark, New Clark City, Subic Bay, Poro Point and Camp John Hay.
“We are no longer talking about a single factory or a single piece of infrastructure. We are talking about ecosystems,” BCDA President and CEO Joshua Bingcang said.
Philippine Consul General in Osaka Donna Rodriguez described the corridor as a “streamlined, highly supported ecosystem” for Japanese companies seeking to secure and diversify global supply chains.
The forum was followed by business-to-business meetings intended to turn investor interest into specific projects and partnerships, underscoring the BCDA’s push to position its properties as interconnected investment platforms rather than standalone developments.
