The Department of Transportation (DOTr) announced on Monday that all four qualified bidders have submitted their complete technical proposal documents, paving the way for the evaluation stage of the effort to upgrade and rehabilitate the facilities of the Ninoy Aquino International Airport (NAIA).
At the opening of technical proposals of the qualified bidders, the DOTr technical working group recommended for the bids and awards committee (BAC) to proceed with the evaluation of the technical proposals.
The TWG said the Manila International Airport Consortium, the Asian Airport Consortium, the GMR Airport Consortium, and the SMC SAP & Co. Consortium all passed muster based on their submitted technical proposal documents.
DOTr undersecretary for planning and pre-qualifications, bids and awards committee chair Timothy John Batan said the technical evaluation should complete by 4 February and the winner announced the following day.
Batan said the opening of financial proposals is scheduled on 8 February while the result of the evaluation on 14 February. The notice of award is set on 15 February while the deadline for post-award requirements submission by the winning bidder is set on 6 March.
The target signing of the concession agreement is on 15 March and turnover by September.
