Blueleaf Energy in talks with contractors on $15B floating solar project

Blueleaf Energy Philippines is in advanced discussions with two firms to provide engineering, procurement, and construction (EPC) services for its floating solar project in Laguna. Pradeep Gopalakrishnan, project manager at Blueleaf Energy, revealed in a briefing that the company is in talks with Xian Electric and Energy China for the first phase of the project, a joint venture with NKS Energy Utilities under the name NKS Solar One.

“We are in talks with others, but we are almost (done with) these two,” Gopalakrishnan said, adding that the project is on track to become the Philippines’ first utility-scale floating solar farm.

The 250-megawatt (MW) project at the Caliraya and Lumot Lakes in Laguna is estimated to cost USD15 billion. In November, it was rated as an energy project of national significance by the Department of Energy that ensures the project is fast tracked.

The project was also included in the DOE’s Green Energy Auction program last year that qualified it for incentivized rates. The floating solar farm is expected to go live in the first quarter of 2026.
