PEZA, BCDA boost New Clark investment drive

The Philippine Economic Zone Authority (PEZA) and Bases Conversion and Development Authority (BCDA) are tightening coordination to position New Clark City as a more seamless and investor-friendly destination under the expanding Luzon Economic Corridor (LEC).

BCDA and PEZA on May 15 convened government officials, industry stakeholders, and prospective investors for a joint briefing highlighting investment opportunities in New Clark City, which is being promoted as a future-ready hub for advanced manufacturing, logistics, technology, and sustainable industries.

Under a memorandum of agreement, the two agencies will align investment facilitation, regulatory support, infrastructure planning, and investor servicing to create a more integrated framework for locators and prospective investors. 

The partnership combines BCDA’s expertise in master planning and infrastructure development with PEZA’s investor acquisition and ecozone management capabilities, with the goal of reducing bottlenecks from site selection to business operations.

PEZA director-general Tereso O. Panga said the collaboration reflects a whole-of-government approach to strengthening the country’s competitiveness for high-value investments. 

He said New Clark City’s strategic location within the LEC, coupled with modern infrastructure and a future-ready ecosystem, positions it as an attractive destination for global investors seeking long-term growth opportunities in the region.

BCDA president and CEO Joshua M. Bingcang said the partnership is expected to streamline investor engagement and deliver end-to-end support for locators expanding into the area.

Officials also underscored New Clark City’s connectivity to Clark International Airport, Subic Bay, and major expressways, reinforcing its role as a strategic gateway for trade and regional supply chains. 

As of December 2025, five PEZA-registered ecozones in the Clark area host 24 locator companies, generating more than P62 billion in investments and over 29,000 jobs.
