The Energy Regulatory Commission (ERC) has adopted updated regulations covering reliability performance indices and on permissible unplanned outage days for power generating units across the country. ERC chairman Francis Saturnino Juan said the new framework shifts focus toward preventing avoidable outages rather than only addressing problems after they occur.
Developed using actual power plant operating and outage data collected from 2015 to 2024, the revised standards align planned maintenance schedules with existing Department of Energy policies and clarify reporting and documentation rules for both planned and unplanned service interruptions. They set distinct reliability benchmarks for different power generation technologies, require generation firms to submit maintenance schedules and post-work completion reports, and introduce stricter accountability measures including mandatory compliance plans and administrative penalties for repeated violations.
Juan noted that encouraging preventive maintenance and better operational performance will help cut unplanned outages that often lead to supply shortages and increased electricity costs. The rules also boost transparency through standardized performance reporting, with the ERC set to publish annual reliability data broken down by generation type. This information will assist regulators, system operators, investors, and consumers in tracking performance and planning for future energy requirements.
For the public, these changes are expected to deliver a more consistent power supply, fewer disruptions especially during peak demand periods, and a more resilient energy system that supports stable market conditions, stronger energy security, and the country’s long-term economic growth. As the quasi-judicial body overseeing matters affecting national power rates, the ERC said these updates form a key part of its efforts to balance industry accountability with consumer interests.
