BSP issues reminder on prompt submission of foreign borrowings plan 

The Bangko Sentral ng Pilipinas (BSP) is calling on Philippine-based entities to submit their foreign borrowings plan for the fourth quarter of 2026 and the full year 2027 on or before September 30.

The submission is mandatory for local individuals, corporations, and branches operating in the Philippines that intend to secure medium- and long-term foreign loans from non-residents, issue offshore debt, or offer onshore debt instruments payable in foreign currency.

This requirement, anchored on the amended Manual of Regulations on Foreign Exchange Transactions, allows the central bank to project the country’s total foreign funding needs. Managing these figures helps ensure that overall foreign debt remains manageable and within the Philippines’ capacity to service its obligations smoothly.

Covered public and private entities must complete the standard reporting form (Annex D.3), which can be downloaded directly from the BSP website. Completed plans may be emailed to the BSP International Operations Department via ⁠iod-iog1@bsp.gov.ph⁠ for public sector submissions or ⁠iod_loans@bsp.gov.ph⁠ for private sector submissions. Alternatively, respondents can file their plans using the central bank’s designated online portal or QR code link.

The BSP assured all respondents that all submitted information is protected by strict confidentiality rules under Republic Act No. 7653, as amended, and will be used solely for the central bank’s internal policy analysis.
