GSIS returns over P9B to 500,000 Balik Ginhawa 2 beneficiaries in just 24 days

The Government Service Insurance System (GSIS) has refunded more than P9 billion in loan amortizations to over 500,000 members and pensioners under the expanded Balik Ginhawa 2 program in only 24 days, acting on President Ferdinand R. Marcos Jr.’s directive to deliver timely financial support to Filipinos.

The P9.06 billion total comes from Balik Ginhawa 2 alone. When combined with payouts from the first phase of the program, total refunds have now passed P18 billion. The original scheme took roughly three months to roll out, while the expanded version reached its half-million beneficiaries and P9-billion mark in less than a month.

The Balik Ginhawa program gives qualified borrowers back previously paid monthly loan amortizations, sent straight to their GSIS eCard. The extra cash helps members and pensioners cover urgent costs, while their loan terms stay unchanged. Instead of paying back the refunded amount, borrowers simply have their repayment period extended to match.

To make sure everyone gets their full entitlement, GSIS has added a new tool to the GSIS Touch mobile app. Anyone who received less than they expected can now check if they have money still due and apply for the balance right away.

GSIS president and general manager Wick Veloso said the update shows the agency’s goal of leaving no qualified member or pensioner behind. “This feature lets people who are still owed money easily confirm their status and claim what is rightfully theirs,” Veloso explained.

Balik Ginhawa 2 doubled the number of months covered from three to six. The original program included payments made from December 2025 to February 2026; the expanded version now adds March to May 2026, so eligible borrowers can recover up to six months of past amortizations, subject to rules.

Those who got only a partial refund may still claim the rest by logging into GSIS Touch and submitting a new application if they meet the requirements. GSIS noted that joining the program is voluntary, and refunds go only to the official GSIS bank account, not regular payroll accounts.
