PH1 World Developers has completed the first major construction milestone for its flagship project under the government’s Expanded Pambansang Pabahay Para sa Pilipino (4PH) Program, signaling accelerating private sector participation in efforts to narrow the country’s housing backlog.
The company topped off Tower 1 of Avesta Residences in Imus City, Cavite on Aug. 4, marking the completion of the building’s structural framework less than 10 months after construction began. The milestone puts the project on track as one of the early developments under the expanded 4PH initiative, which relies on public-private partnerships to boost the supply of affordable housing.
“For both PH1 World Developers and Megawide Construction, the topping off after less than ten months from the start of construction conveys a clear message. We can deliver using our engineering expertise and precast technology. We have a long way to go but it is always good to start on the right footing,” said Edgar Saavedra, chairman and chief executive officer of Megawide.
The pace of construction also underscores the growing role of modern building technologies in addressing the country’s housing deficit, where faster project delivery has become increasingly important amid rising urbanization and sustained demand for affordable homes.
Avesta Residences is PH1 World’s first development under the expanded 4PH program. The project follows the beneficiary unit draw conducted in December 2025, bringing future homeowners a step closer to taking possession of their units.

Building on the Imus project, PH1 World has expanded its participation in the government’s housing initiative through additional developments in Dasmariñas, Bacoor, and Caloocan.
Once completed, Avesta Residences will consist of five residential towers with 220 units each, offering homes starting at about P1.8 million. The project highlights how partnerships between government and private developers are becoming central to scaling up affordable housing, while creating jobs and stimulating construction activity as the administration pushes to reduce the country’s long-standing housing shortage.
