The Fertilizer and Pesticide Authority (FPA) has filed a criminal complaint against DQB Green Agricultural Products Trading owner Quiara Fabian Baterina for unauthorized fertilizer manufacturing in Makilala, North Cotabato. DQB is only licensed as a national distributor and has no permit to make, mix or repack fertilizers.
Inspectors found production gear, packaging, and misrepresented TAKADA 14-14-14 fertilizer registered to another firm, plus use of the banned “spinning palanggana” mixing method. The probe followed failed quality tests on fertilizer supplied for government procurement. The firm’s licenses are suspended pending proceedings.
Agriculture Secretary Francisco Tiu Laurel Jr. said the crackdown protects farmers, public health and food security. FPA chief Glenn Estrada vowed strict enforcement of rules. The complaint cites violations of Presidential Decree 1144, which carries fines and jail time.
