The Second Congressional Commission on Education (EDCOM 2) has launched the Early Childhood Dashboard, a digital platform co-developed with Ayala Corporation’s AC Analytics team to provide accessible data for improving early childhood outcomes across the Philippines.
The initiative aims to empower communities and stakeholders with clear information to plan targeted interventions, while upholding transparency as a key driver of meaningful education reform.
EDCOM 2 co-chairperson Representative Roman Romulo described the launch as a landmark step showing strong commitment to open and inclusive education improvements, while executive director Dr. Karol Mark Yee noted that putting reliable information in the hands of willing communities turns data into a powerful force for positive change. Ayala Corporation managing director Karl Kendrick Chua stated the project aligns with the group’s goal of using technology and data to create wider opportunities, build stronger human capital, and deliver sustainable, evidence-based solutions for communities.
The dashboard integrates verified datasets from the National Nutrition Council, Department of the Interior and Local Government, and Department of Education to cover three critical areas: nutrition for children aged zero to two, availability of child development facilities, and reading proficiency for learners in Grades 1 to 3. It tracks stunting rates using 2025 Operation Timbang Plus results, identifies barangays without a Child Development Center through the Community-Based Monitoring System, and maps literacy performance based on end-of-school-year 2025–2026 Comprehensive Rapid Literacy Assessment data.
Covering 25,869 barangays, 48,255 schools, and over 5 million assessed learners, current national figures show 4.3 percent of children aged 0 to 2 are stunted, 11 percent of barangays lack a Child Development Center, and 10 percent of Grades 1 to 3 learners are struggling readers. The platform displays school-specific literacy rates and highlights areas where local results fall below national benchmarks through clear visual markers, helping local government units, schools, civil society groups, and other partners quickly identify priorities.
EDCOM 2 External Engagements Lead Jude Liao emphasized that the tool serves as a shared foundation for coordinated action rather than just a reference resource, bringing together all parties working to ensure Filipino children receive the right support to reach key developmental milestones, including reading at grade level by Grade 3. The public and all concerned organizations may access the dashboard at edcom2.gov.ph.
