The Department of Transportation (DOTr) has launched competitive bidding for three airport development projects in Tacloban City, Leyte and Busuanga, Palawan, with a total approved budget exceeding P1.24 billion.
Two projects will be carried out at Tacloban Airport and one major airside development work at Busuanga Airport. The largest contract covers rehabilitation and improvement of Tacloban Airport’s airside facilities, with an approved budget of P695.25 million. The second Tacloban project involves building additional airport facilities worth P145.50 million, to be completed within 910 calendar days. Combined, the two Tacloban projects are valued at P840.75 million.
The Busuanga Airport project covers site development and initial construction of apron and taxiway areas, with a budget of P402.55 million.
Bidding will follow competitive procedures using pass/fail criteria under Republic Act No. 12009 or the New Government Procurement Act. Only Filipino citizens, sole proprietorships, cooperatives, and firms with at least 60 percent Filipino ownership may join.
Bidding documents will be available starting August 11, 2026. Pre-bid conferences are set for August 19: Busuanga at 10 a.m., Tacloban building facilities at 10:30 a.m., and Tacloban airside facilities at 11 a.m.
Bids will be opened on September 2, 2026: Busuanga at 9 a.m., Tacloban building facilities at 10 a.m., and Tacloban airside facilities at 11 a.m. Document fees are P75,000 for the airside project and P50,000 each for the other two contracts.
