The Government Service Insurance System (GSIS) has allocated nearly ₱8 billion in emergency loans for 317,721 active members and old-age or disability pensioners across 16 areas devastated by Typhoons Luis, Maymay, Neneng and the enhanced Southwest Monsoon (Habagat). This timely intervention underscores GSIS’s core mandate to deliver critical social insurance support amid widespread flooding, property damage and community disruptions, with all covered areas declared under a state of calamity.
The expanded program spans disaster-hit parts of Luzon and Mindanao, with staggered application deadlines running from September 20 through November 16, 2026, tailored by locality. Qualified applicants may access up to ₱20,000; those with existing emergency loans can avail up to ₱40,000, minus outstanding balances. Loans carry a 6% precomputed interest rate payable over 36 months, with monthly amortizations set at ₱655.56 for ₱20,000 and ₱1,311.11 for ₱40,000. Eligibility requires active members to work or reside in affected areas, maintain regular status, meet contribution requirements, have no delinquent loans or pending disqualifying cases, and retain at least ₱5,000 take-home pay. Pensioners must be residents of calamity areas and keep no less than 25% of their basic pension post-availment. Applications are processed exclusively through the GSIS Touch mobile app, with proceeds credited directly to accredited eCard or UMID card accounts.
Deadlines are set as follows: September 20 for Hagonoy, Bulacan and Masinloc, Zambales; September 26 for Bulacan (excluding Calumpit and Hagonoy), Bataan, Zambales (excluding Olongapo City and Masinloc) and La Trinidad, Benguet; September 27 for Nasugbu, Batangas and Paluan, Occidental Mindoro; October 2 for most of Benguet (excluding Baguio City and La Trinidad), Tarlac and Pangasinan (excluding Dagupan City, Mangaldan and Sta. Barbara); October 3 for Imelda, Zamboanga Sibugay; October 7 for Occidental Mindoro province; October 9 for Olongapo City; November 12 for Cavite province; and November 16 for Rodriguez, Rizal.
