The Department of Transportation (DOTr) confirmed Wednesday that the North-South Commuter Railway Extension (NSCR-Ex) remains on schedule to launch partial operations on the first 28-kilometer stretch from Valenzuela to Malolos by the end of 2027. The update came as Executive Secretary Ralph Recto, DOTr Undersecretary for Railways Timothy John Batan, and Assistant Secretary for Right of Way Acquisition Irish Calaguas inspected the project on September 29, 2026.
As of August this year, Contract Package N-04—home to the new Clark Station—has reached 87.34 percent overall progress, with the station itself standing 73.29 percent complete. This section spans roughly 6.5 kilometers of track and features the country’s first modern underground railway station at Clark International Airport, alongside elevated viaducts, bridges, a dedicated airport tunnel, and direct access to the NSCR main depot.
Undersecretary Batan reiterated that the initial phase will serve seven stations between Valenzuela and Malolos by late 2027, with the next 53 kilometers extending to Clark targeted for completion in the second half of 2028. Among the early-ready sections is the link from Clark Station to Angeles City. A dedicated airport express service is also in the works, using seven of the 51 planned eight-car trainsets built to reach speeds up to 160 kilometers per hour, cutting travel time nonstop between Clark International Airport and Makati to just 55 minutes.
For commuters, the NSCR means shorter, more reliable trips across Luzon, easing road congestion and making daily travel between Metro Manila and nearby provinces far more efficient. Economically, the full 147-kilometer line stands as a key logistics backbone that will boost trade, support manufacturing growth, and strengthen the Luzon Economic Corridor. Officials noted improved rail links will particularly benefit semiconductor and related industries centered in Clark, driving wider development across the region.
