The Department of Social Welfare and Development (DSWD) is moving succeeding UPLIFT cash assistance payouts to GCash through December 2026, giving qualified households a digital option for receiving government aid as the agency targets 7.5 million beneficiaries.
The shift, launched with an initial digital payout in Bacolod City, is intended to speed up aid distribution while reducing the time and transportation costs beneficiaries may incur when collecting assistance.
Under the Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) Program, the DSWD is providing cash assistance to help vulnerable families cope with higher living costs linked to global oil shocks and inflation.
Initial UPLIFT releases will still be distributed in cash, but beneficiaries are being encouraged to transition to digital channels for succeeding payouts. GCash is supporting account onboarding during UPLIFT caravans, allowing beneficiaries to receive assistance through its Fund Disbursement Service.
DSWD Secretary Rex Gatchalian said the shift follows President Ferdinand Marcos Jr.’s directive to make government assistance faster and more convenient.
“Mula ngayon hanggang sa December, kapag kukunin n’yo na yung ₱2,000 n’yo, sa digital wallet na lang,” Gatchalian said, encouraging beneficiaries without digital wallets to open accounts.
GCash Vice President and Head of B2B Sales Cleo Celeste Santos said digital disbursement would give beneficiaries “greater choice in how they receive and manage their financial support.”
The arrangement reflects the government’s expanding use of digital financial infrastructure for social protection. It could help reduce payout bottlenecks while widening access to formal digital financial services among low-income households.
At the same time, the transition makes digital access and account onboarding increasingly important for beneficiaries who may have limited familiarity with electronic financial services. Its effectiveness will depend not only on faster disbursement but also on beneficiaries’ ability to access and use the required digit
