The Bases Conversion and Development Authority (BCDA) and Pag-IBIG Fund are teaming up to develop housing and other projects on BCDA-owned properties, starting with about 14 hectares in New Clark City.
The partnership aims to use BCDA’s land assets and Pag-IBIG Fund’s housing financing capabilities to expand access to affordable homes while supporting growth in emerging economic centers.
BCDA President and CEO Joshua M. Bingcang and Pag-IBIG Fund CEO Marilene C. Acosta signed a memorandum of agreement (MOA), witnessed by Human Settlements Secretary and Pag-IBIG Fund Board Chairman Jose Ramon P. Aliling.
The agreement also identifies ko Camp John Hay in Baguio City, Morong Discovery Park in Bataan and the Poro Point Freeport Zone in La Union as potential sites for future joint developments.
The initiative supports the Marcos administration’s Pambansang Pabahay Para sa Pilipino (4PH) Program, which seeks to expand access to affordable, quality housing.
By integrating residential developments into BCDA’s growth areas, the partnership could bring homes closer to jobs, infrastructure and essential services. However, the agencies have yet to disclose project investments, planned housing units, development arrangements or implementation timelines.
Pag-IBIG Fund Deputy CEO Alexander Hilario G. Aguilar and BCDA Executive Vice President and Chief Operating Officer Gisela Z. Kalalo also signed the agreement as witnesses.
The initial 14-hectare site in New Clark City will be the starting point for the collaboration, with additional BCDA properties under consideration for future projects.
