Rockwell Land Corp. has joined the government’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, agreeing to offer preferential housing prices and incentives to qualified Pag-IBIG Fund members as the administration seeks to widen access to homeownership among working- and middle-class Filipinos.
Rockwell is the sixth major property developer to participate in the expanded initiative of President Ferdinand Marcos Jr., which aims to increase housing options by bringing private-sector developments into a government-backed homeownership program.
The partnership was formalized Tuesday through a memorandum of understanding signed by Rockwell Chairman Nestor Padilla and Pag-IBIG Fund CEO Marilene Acosta at the Rockwell Leisure Club in Makati City. Department of Human Settlements and Urban Development Secretary Jose Ramon Aliling witnessed the signing.
Under the agreement, Rockwell will identify eligible residential projects and available units, including ready-for-occupancy properties, that can be offered to qualified Pag-IBIG members at preferential prices and with additional incentives.
Pag-IBIG Fund will provide housing financing, loan counseling and assistance to prospective buyers, linking the developer’s available inventory with the agency’s home financing services.
The arrangement broadens private-sector participation in the Expanded 4PH Program by adding Rockwell’s more than three decades of residential development experience across market segments. The specific developments, unit allocations and terms of the incentives will determine how many members can benefit from the partnership.
Rockwell joins other property groups that have signed agreements with Pag-IBIG Fund, including Ayala Land’s Amaia and Avida brands, SM Development Corp., Filinvest Land Inc. and Robinsons Land Corp.
Signed during National Shelter Month 2026, the agreement supports DHSUD’s strategy of expanding housing choices beyond traditional government-supported developments by mobilizing private-sector inventory and Pag-IBIG financing.
The partnership could give eligible buyers access to a broader range of properties, including completed homes, while providing financing guidance. However, its impact on affordability will depend on actual selling prices, the value of incentives, borrowers’ eligibility and their capacity to meet monthly amortizations.
By bringing another major developer into the program, the government is expanding its network of housing partners as it seeks to translate homeownership goals into accessible options for Filipino households.
