The Bureau of Internal Revenue (BIR) has suspended the Oct. 31 deadline for taxpayers to post a registration badge online, responding to privacy and technical concerns raised by online sellers, content creators and other taxpayers.
The suspension, formalized through Revenue Memorandum Circular (RMC) No. 113-2026, also halts mandatory online posting of the BIR Registration Seal Badge until further notice, Commissioner Charlito Martin R. Mendoza said.
Taxpayers may continue displaying the badge voluntarily while the suspension remains in effect. The bureau will not impose penalties solely for failure to post it, Mendoza said, providing temporary relief to businesses and individuals navigating digital tax compliance requirements.
Introduced in April under RMC No. 38-2026, the badge was intended as an alternative to publishing a full Certificate of Registration (COR) online. The posting requirement originated from Revenue Regulations Nos. 7-2024 and 15-2024, issued under the Ease of Paying Taxes Act.
The policy change highlights the challenge of balancing tax transparency with data privacy as more businesses operate through digital platforms. While registration disclosures aim to support compliance and public accountability, taxpayers have raised concerns about exposing personal information to wider online audiences.
“Protecting personal information online presents different and more complex challenges than displaying a COR at a physical business establishment,” Mendoza said.
The BIR will use the suspension period to review the requirement, coordinate with the National Privacy Commission and consult affected taxpayers and other stakeholders. The process is intended to identify ways to address privacy risks while preserving the policy’s compliance objectives.
The review will be guided by the Ease of Paying Taxes Act’s broader goal of simplifying tax administration and reducing the burden on taxpayers, the bureau said.
For now, the suspension removes the immediate obligation to publish the badge but does not eliminate the underlying registration requirements. The BIR has not announced a new deadline, leaving the timing and form of any revised online disclosure rules subject to further review.
