The Bases Conversion and Development Authority (BCDA) is pursuing at least USD50 million in initial investment from a European aircraft maintenance company, alongside a separate US aerospace manufacturing proposal, as it seeks to expand Clark’s role in the aviation industry.
BCDA President and CEO Joshua Bingcang said the European aircraft maintenance, repair and overhaul (MRO) operator is considering a 40-hectare property beside the FedEx facility in Clark for an aircraft maintenance complex.
“They’ll take 40 hectares. At least USD50 million,” Bingcang said at the Annual General Membership Meeting of the Shareholders Association of the Philippines on Tuesday, referring to the initial investment in facility development.
The company is seeking a lease of at least 25 years, with BCDA and a local developer potentially handling construction of the facility.
“They told me if we can build their facility for them,” Bingcang said.
He said discussions in Paris covered possible partnership arrangements and financing, but no definitive agreement has been signed. BCDA has not disclosed the investor’s identity.
Separately, the agency is negotiating with an American company on a proposed aerospace manufacturing project involving aviation parts production.
“It’s just a term sheet,” Bingcang said, indicating that the proposal remains at an early stage.
If completed, the projects would extend Clark’s aviation activities beyond aircraft maintenance and logistics into aerospace manufacturing, potentially creating opportunities for local suppliers and skilled workers.
BCDA is also planning to build a second runway next year and develop aircraft parking facilities capable of accommodating more than 20 planes to support the expected growth in aviation activity.
“Because of these logistics companies, they’re seeing the long-term potential of Clark,” Bingcang said.
Beyond aviation, BCDA has about 140 hectares available for potential semiconductor and pharmaceutical investments, as it seeks to attract industries that require large sites and supporting infrastructure.
