    Bangsamoro signs agreement boosting renewable energy development

    The Department of Energy (DOE) and the Ministry of Environment, Natural Resources, and Energy (MENRE) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) have signed a transition agreement aimed at advancing the region’s renewable energy (RE) agenda. The agreement, finalized Wednesday, ensures a smooth handover of responsibilities for implementing the Renewable Energy (RE) Act of 2008 to the Bangsamoro Government.

    DOE secretary Raphael Lotilla and MENRE minister Akmad Brahim inked the agreement, which marks a significant step in the region’s push toward energy self-sufficiency and sustainability. The transition formalizes the collaboration between the national and regional governments, enabling BARMM to take the lead in managing and developing renewable energy resources within its jurisdiction.

    “The Bangsamoro Organic Law grants the Bangsamoro Government the authority to explore, develop, and utilize natural resources, including renewable energy,” said Lotilla. “Through the DOE’s Renewable Energy Management Bureau (DOE-REMB), we commit to providing continued support to MENRE during this transition, ensuring the successful assumption of RE responsibilities in the region.”

    As part of the transition process, the DOE will assist MENRE with capacity-building initiatives, including training, policy guidance, and the establishment of operational frameworks for awarding RE service and operating contracts. This will allow MENRE to manage renewable energy projects in accordance with its own policies, tailored to the specific needs and priorities of BARMM.

    The transition is set to be completed by the end of the year, with both parties working together to transfer data, files, and relevant documents related to existing RE projects in BARMM. After the transition period, MENRE will officially take over the administration of all RE contracts previously awarded by the DOE within the region.

    “This is a critical moment for the empowerment of the Bangsamoro Government,” said Lotilla. “As MENRE assumes full responsibility for overseeing renewable energy projects, it will play a pivotal role in the sustainable development of the region’s energy resources.”

    While MENRE will have full authority over RE projects within BARMM, the management of inland water energy resources used by areas outside the region will continue to be co-managed with the national government.

    The DOE’s ongoing support and guidance will help ensure that the transition proceeds smoothly, with MENRE taking on its new responsibilities in a manner that aligns with both regional development goals and national energy policy.
